Oklahoma currently has Medical Marijuana only.
This means that customers must be licensed medical marijuana patients or caregivers. There are currently 313,638 active medical marijuana cardholders and 2,322 active caregiver licenses in Oklahoma.
Whether a state has medical or recreational cannabis use and sale allowed is important to any current or prospective cannabis business owner because the status of the cannabis regulations largely impacts the business's consumer base. In medical only states such as Oklahoma, the consumer pool is limited to medical marijuana registration card holders.
Once a state allows recreational (adult use) cannabis, the potential consumer base skyrockets to include any adult over 21+. Oklahoma cannabis business license holders are eagerly awaiting the legalization of recreational (adult use) cannabis in OK.

SUBCHAPTER 1. GENERAL PROVISIONS
310:681-1-1. Purpose
The purpose of this Chapter is to ensure the health and safety of all Oklahomans and provide reasonable and orderly regulation of medical marijuana as authorized by the lawful passage of State Question 788, codified as 63 O.S. § 420 et seq.; 63 O.S. § 427; the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S. § 427.1 et seq.; and the Oklahoma Medical Marijuana Waste Management Act, 63 O.S. § 427 et seq. This regulatory authority shall be known as the "Oklahoma Medical Marijuana Authority" ("OMMA") and shall be a division of the Oklahoma State Department of Health.
