Currently Pennsylvania is at its maximum dispensary permit limit of 50. There has yet to be an announcement about the next phase of licensing.
Each state has its own time frames for accepting dispensary licensing. Some are always receiving applications and others have specific time windows for applications. Whenever Pennsylvania decides to open up a time period for accepting dispensary permit applications again, the state will most likely limit the number of permits available as they have done thus far. If you want to take your shot at opening a dispensary in Pennsylvania, start preparing your standard operating documents and keep up with the happenings of the Department of Health medical marijuana division to know when the next window for applications will be opening.

Section 616. Limitations on permits.
The following limitations apply to approval of permits for grower/processors and dispensaries:
(1) The department may not initially issue permits to more than 25 growers/processors.
(2) The department may not initially issue permits to more than 50 dispensaries. Each dispensary may provide medical marijuana at no more than three separate locations.
(3) The department may not issue more than five individual dispensary permits to one person.
(4) The department may not issue more than one individual grower/processor permit to one person.
(5) No more than five grower/processors may be issued permits as dispensaries. If the number of growers/processors is increased under section 1202, no more than 20% of the total number of growers/processors may also be issued permits as dispensaries.
